you take control of it and the all of the securitrons (there's like thousands of them). if you play it smart and make all the sides think you're with them you can secretly take everything over, like for example if you make good with the legion and get into their base you can secretly upgrade the securitrons. you'll start to figure it all out once you meet yes man.
