It's not a length of time, it's the number of people you give rep to. So you can't give it to the same three people over and over. It used to be 15 people, but I'm really not sure any more.

I think people with rep in the negatives just can't affect anyone else's rep, other than to leave a message.

I had a neg for a while....I believe it gave out nothing

rep given is .02* rep you have, so if they have less than 50 they give 0 rep.

I think it's different for how soon you can rep the same user.
Even then I'm pretty sure that figure is way off.
