I believe once a person gets 1,000 rep points, they have the ability to hand reputation out.

You only get rep points if a moderator or a person with enough points see you doing something helpful or starting a creative, good thread.

Someone else will give you a positive rep, if you make a good post (translation: post that they like).

People with over 1000 rep give it to you when they deem it fit. They give it through the little check and x button under your location.

What exacly were those rep parties I saw some people mention ?

I wasn't invovled in any, but I'm guessing it was just when a lot of people grouped together, found reasons to rep eachother, and just...did it a lot.

Oh, ok then. One last thing, what's the Elite under several people's usernames ?

I believe after you get 3,000 rep points, you get that under your username. After you get 1,000, you have the ability to give reputation out.
