Correct. As far as I'm aware, he's in the process of counting votes. I believe he was also forced to start over thanks to computer crash, or some form of data loss.

Ostensibly, yeah. But they have to be moved manually, it's not an automatic function when they reach a certain age. So it sometimes just goes undone for a long time.
