Well it is mainly due to the terrible reintegration system in place. The adjustment is a complicate process when coming back state-side, so they self-medicate with substances.

A lot of them have traumatic brain injuries from IEDs that often go unaddressed that will shift their behavior a lot. He could be doing that for a 100 reasons, though

It's honestly just that none of his friends live in the area anymore, so he's just trying to make new friends, but he's obviously always stressed out and jumpy all the time, so he's not very tactful about it.
