Well, it's not like women back then really had a whole lot of style to their hair. It was normally just longer than a man's. So, having long hair in any style would be considered similar to a woman's.

That isn't referring to hair. Its using hair to say that men should not dress like women, by referring to the natural order that women have long hair and men have short hair, and that other mannerisms of their dress should stay the same.
