You sound like a guy I went to high school with. No matter what the weather or season, he was always in shorts. And our winters are not mild at all so I don't know how he didn't get frostbite.

When I boarded NZ recently it was -23c (-9.3F) I was in layers, but that was at 2700m. At 0/-1c I'll chuck on socks under my shoes and a hoodie.
