it's not like they even got the chance. he told them to "come here" because he had important information regarding the bomb. then when they got close enough, he shot them. they then ran into hiding. so he went after them calmly and collected, found them one by one, and shot them. some had only heard shots and didn't know what was going on. those, he just went up to, said "I'm from the police, you're safe now". they ran to him, relieved, and then he shot them.

when he finally ran out of ammo, he called the police and said he was "done shooting now" or something. some people tried swimming away. some did. some got shot. some drowned. the police shot him before taking him in. he was wearing a bulletproof vest.
