I never really understood rep, but only the mods or people with bunches of rep can do it anyway.

It got got brought back because JXD suggested to Jeremy to bring it back. The reasoning was that JXD said ever since rep and stars got taken away, The Pit went down hill because people stopped caring.

correlation != causation. The lack of rep didn't bring the Pit down and the return of rep won't improve it.
