I don't know if cable is but were I live DSL is cheaper than Dial up by a long shot.

DSL: 35$ a month.
Dial up total cost: 51$

The thing is....well it's 20$ for the dial up service. Then add the 20$+ for the extra phone line, and then add 15$+ for more than one computer using it, it will add up quick.
