He claimed that the "damage" he was inflicting wouldn't be over 10,000 dollars, even if it could be valued monatarily, therefore the feds couldn't chase him down. I don't know if that's true or not.

I was thinking of more civil legal afairs.

Yeah, that's probably true. Although, as described above, a civil case would unfortunately take up far too much money to be practical.
