It's frowned upon because usually once a thread has died, it has died for a reason. There isn't any point in bringing back a thread if no one was posting in it.

Bumping a somewhat recent thread (two weeks or younger) is not frowned upon as long as you post something relevant and important.

Posting something a person above you posted (as in the Swedish metal thread) is frowned upon though. :)
