I find a lot of sites that rave about painfully mediocre J-pop when I'm searching for Shibuya-Kei and other J-stuff. I keep seeing X - Japan's name, but I haven't heard any opinions (that I trust).

On the subject of Japanese music, Tsu Shi Ma Mi Re is awesome, and were fu[size=2]cking amazing live.[/size] Three Japanese girls with broken English on their first American tour - the bassist got excited to the point of tears while they were having a talk with the audience halfway through the show.
