I don't understand how this constituted an IP ban. Zakath goes off on people and he hasn't been IP'd. Same goes for a lot of idiots. Like this Question Raiser fellow.

It is. A perm is an account ban. An IP means you have to change your IP to even come to the site.

If he changed it correctly, that's impossible. An IP is the only way the site can identify users. Is it possible he has some sort of filter up blocking this site because it's a forum or something?
