California is behind GMT by 8 hours. New South Wales is the most populous (only?) part of Australia that ever has GMT+11 time, IIRC.

yeah its NSw i was just curious as to how you came by that. Vic is the same time zone and is also v populous. Queensland is the same timezone when its not daylight savings as well
