Sludge metal is like a blending of doom metal and hardcore punk. As such, you have the shoutier vocals of the New York hardcore scene and the incredibly dirty and distorted guitars combined with the slow pace and depressing lyrics of doom metal. Sludge is generally going to be a lot dirtier and more aggressive sounding than doom, while doom will generally have a more polished feel.
