Well, technically that is a private institution. When I think public, I think a block of toilets in a park or something.

I used an incorrect and misleading term. not talking about public vs. private schooling

but what I meant is that you don't generally have just anybody walking in off the street, the toilets get locked at night and they have janitors etc. maybe some parks do this but not in this town at least
