Nope, there is nothing about it being "unique to jap jazz". If I make cool-bop jazz in Greenland, it is still just cool-bop. Jap-Jazz is not a genre. Even if the scene actually had some semblance of a unique sound.

Therefore, it is "unique to Jap-Jazz," as in "unique from the perspective of Jap-Jazz." The phrasing implies that the unique factor comes from the album within the scene, rather than the scene itself.
And, no, it isn't the first composition-based jazz album in Japan, but it is the first popular example of such. Therefore, it can be said it was "unseen" in the scene before, as it brought such structure into the spotlight.
