I don't necessarily think it's their best, but for me it's definitely close between Kid A, OK Computer, and this. In Rainbows is right behind them then.

Definitely not their best but this is obviously amazing though only my 5th favorite Radiohead. It bumped Amnesiac out of that place - this album is better on the whole (more consistent) but it doesn't quite hit the peaks of Amnesiac (meaning there's nothing quite as good as Life In a Glasshouse, "There's someone listening in" is one of the very best moments of Radiohead's career and this has no moment quite as memorable as that). Overall this is an album all about mood and progression, there aren't many single moments that stand out, rather the songs build and shift subtly.

Also Sowing I totally agree with Radiohead being "the last great band" in the sense you described, although The National comes close imo. In terms of consistency they are on pretty much the same level but they don't quite have the massive impact as Radiohead.
As you discuss though, the fact that bands like Radiohead, Nirvana and the Beatles, Pink Floyd, etc. don't really exist anymore is largely a result of the way music works now, and in some ways it's quite a shame that the current landscape simply doesn't allow quality artists to rise to the forefront in the same way they used to. Music is just so comparatively stale now - back in the 60s and 70s the bounds of album-oriented music were tested and defined, and that exploratory nature has largely fallen away. Sure, popular artists continue to dominate the charts, but very few if any of them are producing anything truly remarkable. And the behind-the-scenes artists who are producing the great stuff are so often ignored or at the very least only legendary in the eyes of people on sites like this. Oh well. At least Radiohead are still able to produce stuff of this quality.
