Ugh. I just don't understand the constant "I don't like instrumentals" complaint I keep reading. You mean you don't like jazz? Symphonic? Ambient? Surf rock? These people are cheating themselves out of several lifetimes' worth of incredible music because "it don't have no words." i've only heard the Final Cut once, haven't heard Division Bell
should i listen to them first before listening to this? does it matter?

Yep, it's essential to listen firstly to TDB.
The Final Cut is not necessary for this specific purpose (even if if you're at this point of Pink Floyd studio career, you should have already done it!), but it is highly recommended if you liked The Wall or other Waters' works. It isn't an immediate album, a very good one nonetheless. Very underrated here and elsewhere.
