True, but at that point, the legacy is founded upon the greatness first and foremost - having nary a blemish in the entire oeuvre merely strengthens it.
In short: Nobody gives a shit that Miles Davis made 'Decoy' or 'You're Under Arrest' or that Hitchcock made 'Champage' or 'Rich and Strange'. All that matters is that they gave us things like 'In a Silent Way' and 'Bitches Brew' or 'Vertigo' and 'Notorious'.
Would their respective legacies be stronger if you were to remove all of the flops? Maybe. But not in the magnitude that most people think.
It only really becomes a problem if the supposed "peaks" aren't all that strong in a vacuum e.g. 'Annie Hall' and 'Manhattan' (which I don't even think are his best movies, but most people do) aren't nearly great enough to eclipse the last three decades of nearly-consistent shit he's released.

I think it’s one of the worst songs on HV but underrated nonetheless. I love the climax and Matt’s delivery during the last chorus, it takes quite a bit of time to unfold but it pays off

'let's play nuns vs priests' is a real Matt clunker for me, most of the lyrics on this album are perfect, but that lyric takes me back to the sore thumb 'break the spell' moments on Alligator

Anyone's Ghost and Little Faith back to back really give the impression of dragging down Side A, especially after two firecrackers to open the album (Terrible Love and Sorrow, the latter of which is a Top 3 or so NTL track).
Without being totally flippant and saying "remove them entirely," here's how I think the tracklist would be improved with the same set of songs. Those are the two undeniably weakest tracks here imo (they are still good songs; just not to the caliber of everything else here), so this is basically damage control:

3. Afraid of Everyone
4. Bloodbuzz Ohio
5. Anyone's Ghost
6. Lemonworld
7. Runaway
8. Conversation 16
9. Little Faith
10. England
11. Vanderlyle Crybaby Geeks
It should also be noted that I like Afraid of Everyone more than most.
