Is Heroes better than Low?
Hard to say. They are to sides of the same thing.
To me difference is that with Low Bowie was "low", looking inwards and not very sure about his new krautrock influences. With Heroes Bowie has become more selfconfident (with his stay in Berlin) and the songs are more full of energi and confidence. This is a very, very good album.
Outstainding tunes: Heroes, Beauty and the Beast, Blackout, Moss Garden, Neukoln and The Secret Life of Arabia.
Very, very good tunes: All the rest.

no, for some reason I've just never given Heroes a proper listen until recently, and I forgot that I hadn't rated most of his stuff. I've been going through his discog listening to any albums I haven't heard

yes. it is solid music but nothing is entirely memorable, and although it shows glimpses of his past self, he never quite reaches those highs. his voice is much more subdued and it's an entirely different vocal approach altogether. Outside is probably my least listened-to out of his entire catalog, so I can't really say much about that album, but here are the stand out tracks from some of the other 90's ones that will give you an idea of the work contained:
Earthling - Dead Man Walking (one of my all-time favorite Bowie songs, actually!)
Hours - Thursday's Child (really soothing song)
Black Tie - Miracle Goodnight (cute)
Earthling is my favorite of his from this decade

Tricky this. Heroes has a place in my heart as I played it so much in 78. The NME rated it higher than Low back then, but have since learnt that this album is a slight downturn after it's older brother in the trilogy. But...side 1 is excellent throughout, and side 2 is marred only by V2 Schneider and Secret Life of Arabia. The title track understandably stands head and shoulders above the rest in terms of reputation, but I actually favour "Beauty and the Beast" and "Joe the Lion". Blackout is also pretty amazing.
