I feel like this review kind of misses a big part of why Tiny Tim is outsider and also that being outsider isn't actually a bad thing.
Outsider music is some of the most honest music you can find both lyrically and when it comes to intentions -the polar opposite of a sellout artist. And despite it's poppy textures -it is a funny album (at least from the few songs I know.) Not "so bad it's funny" but more like "so odd that it's funny."
From the songs I know by him I enjoy them on two levels: a wow this is rediculous level and a wow this pretty catchy and well made level.

His 5.0s act as a pretty decent 60s rock starterpack.
Guy is probably in a nursing home or "born in the wrong generation", I can't tell.

weird that he gave Donovan's Mellow Yellow such a low rating in that case
it's like stereotypical 60's boomer kind of stuff
