In my opinion this song is just a part of something bigger. To me the whole "Blurryface" seems like a somewhat concept album, with the mentioned "Blurryface" being Tyler's bad alter-ego or inner demon. He's seen when he enters Tyler in pre-chorus, speaking with deep voice. To me this song has been released to state what the new album will be about and send us the moods of it - it's gonna by dark and haunting journey.

The deep voice is seen in the second verse, which use the exact same lyrics as the first verse, where tyler raps normally. If he was really going for something bigger, he would have made the lyrics different when he used the deep voice.

Tyler tweeted before something among the lines "Who is Blurryface? And Why does he want to kill me?" so Blurryface is certainly a character. Also, lines like "I'm evil to the core, what I shouldn't do I will", "what I want to save I'll kill" etc. just support my theory that this may be a concept album about fighting a inner demon. It also resembles what "Semi-Automatic" from "Vessel" was about.
In the first verse Tyler is showing us about his bad self, how he doesn't act like he wants and the pre-chorus is sang in his normal voice, but the second verse is the exact opposite of the first one and pre-chorus - while the same - is sung in deep voice. Maybe the way the verses are scattered are showing how his personality is constantly switching.
Also, note that the second pre-chorus takes place in a red lit corridor (resembling hell, maybe?) and it's the only shot with these colors in the whole video, also, while singing the verse Tyler seems to be struggling/resisting something but when the deep voice comes in he relaxes and immediately looks straight into the camera and I think he's wearing lenses for this shot.
Also, while reffering to his clique I think he means that this song and album will be different but the loyal fans, who know that the form may change but the meaning will stay the same, will adapt to this while other may hate it.
Also, this video creates some questions - why are they starting in the corridor and splitting, why the drums are flying away, why is Tyler taking his clothes off and by the end of the video we see him in his usual outfit - without beenie and in short-sleeved, buttoned up shirt (so in the style he usually performs in)
I think this song has been released first because it's the backbone to the whole album - introduction to the Tyler's good-evil conflict and that it will be different but still meaningful.
Tyler also warned us to not judge this album only by this song.
This is just a beginning of something bigger.

It's more of the way the song is structured. The song goes from verse to chorus to that same verse again to chorus, to instrumental break, to chorus to chorus. This makes there nothing new to hear after that first chorus.

the second verse is lyrically different than the first, except for the pre-chorus bridge thing, but at least it's slowed down the second time.
I take it you're not a fan of songs that slowly build on the same idea or progression all the way through, and I guess that's your prerogative.
