Think about it, if the Government didn't have such a large stake telling you what to do (arresting people for crimes that don't affect anyone- eg drug use) and how to spend your money (distribution of wealth through income tax) than 1. People wouldn't be disillusioned with false senses of entitlement, 2. These rioters wouldn't have anything to riot about 3. There would be more police on the streets protecting individual's private property rights

Chances are if armed police or the army were out then this could all be stopped quite drastically.
