just gets a bad wrap because its easy to associate it with the abomination that was "Batman & Robin," especially by comparison to the Nolan movies. Because visually Batman: Forever is still neon and cartoony, and not dark and dry like Batman Begins + Batman Continues, people just write it off...
Forever is actually way better than Begins... overall i'd rank them like this:

if there didn't have to be an extensive + complicated explanation of why he was still alive, dent could have easily served as a more interesting tom wilkinson/eric roberts type villain.
That having been said, i don't see two-face coming back unless he's some kind of secondary villain (like scarecrow was).
