I've also read the 33 1/3 book about If You're Feeling Sinister by Scott Plagenhoef, the former Pitchfork editor. Fails to mention it, funnily enough.
I assume the review was more of a reaction than a fair account of what they were hearing. Belle & Sebastian were notoriously secretive during that early period and a lot of press outlets spat their dummies out when they refused to be interviewed (the NME particularly). Most are in agreement it's not their best album, but clearly 0.8 is just ludicrous.
