Is this true about Sputnik's rating system?

I looked up Sputnik on Wikipedia and while reading about the the rating system, came across this:

Albums that accumulate a 4.2 average after a certain, unspecified number of ratings, are protected by an algorithm within the site that bars any user from rating the album below a (2.0).
If this is true, that's a stupid rule.

**** gets a lot of trolls man, that's why it's in place. if you really feel that, say, abbey road is a 1, you can explain it with a review giving it a 1.

Yeah I understand I guess. And while it doesn't apply to any albums I've rated, it comes close on one or two. Some albums are very polarizing.

What if you rate an album a 1.5 or 1 before the average gets to 4.2? Will your rating not count anymore?

it's a retarded rule because it protects albums that don't need protecting and neglects albums that do

I just went and rated a bunch of highly rated albums 1 and most worked so I guess it is a high number of votes.
