I would have to say either

The Who: Tommy
Cream: Wheels of Fire
Beck: Sea Change
The Allman Brothers: Eat a Peach
King Crimson: In the Court of the Crimson King

If you like 5 year old girls then the best cover of an album is Led Zeppelin - Houses of the Holy.

Otherwise the best album cover is:
The Beatles - Sgt. Peppers and the Lonely Hearts Club Band
or
Led Zeppelin - Led Zeppelin

I dunno, I kinda like the style of the cover on The Decline by NOFX. Its kinda crappy, but looks cool and sends a good message IMHO.

id say tool in general has some of the best covers. lateralus has no writing and is a tranperancy of the human body and aenema has 3 different covers that are like littlr holograms (flames, yogi rocking back and forth, an iris swirling around it's eye). other than that, id say the white album by the beatles. simpler than the black album by metallica (and doesnt have that stupid snake)

The original vinyl Are You Experienced is so weird and freaky. I also hate to sound obvious but Axis: Bold As Love is good too.
