The version that was current about a year ago was pretty good, but I felt it had a steeper learning curve than, say, Audacity or the native editor in Cubase LE or Pro Tools.
A big part of that at the time was the tool integration. One thing I remember wishing Wavosaur had was a pencil tool and more discrete control of the samples at a high zoom. It's sort of esoteric, but it's really handy for cleaning up clipped drum hits and jitter-induced pops/clicks.
This is not to say that Wavosaur was
bad, just that it offered very little substance over Cubase LE, which was my primary DAW at the time. I actually thought it was one of the better editors I've looked at (WavePad and QuickAudio come to mind as well) I'm all for sloughing through a learning curve to use something free, but I haven't had a pragmatic reason to do so other than the artificial one of putting up a review here.
