Yes they are. They're equal accidentals that sound the same.
The way the note is written depends on what key you are in. Sometimes it's easier to write with flats, sometimes it's easier to write in sharps.
Ab = G#
Bb = A#
Cb = B natural
Db = C#
Eb = D#
Fb = E natural
Gb = F#
