I would consider the use of rap as a technique rather than a genre to be ineffectively used. Rap as a technique is wasted on ridiculous music such a rap (genre) and hip hop.
To clarify, I would compare it to, as a technique, sweep picking on a guitar. Generally reserved for shred metal wanking, people such as Django Reinhardt use it very effectively to make great, highly sophisticated music.

copy pasting a list of rappers then name dropping Django Reinhardt isn't exactly much (read as not at all) of a support to your original assertion. Consequently, that's all you deserve.

I copy and pasted a list of rappers. I've heard every single one of them at one point or another, and felt they all represent what my point was.
I could also point out that artists such as Woody Guthrie use a rapping technique in some songs, that, while I enjoy it, is not very musically interesting. It's appeal is more in the historical importance of what he says. So, I was not dropping Django's name for the sake of name dropping. I was using an artist that is very widely agreed to have possessed a great talent, opposed to a majority of artists that make music that has very little substance. There are many others that could be listed, but Django was the first comparison that came to mind.
Also, the statement I made referring to "one good rap song" was more or less an exageration. I am aware that there are good artists in any field, as well as bad artists.

Those artists listed, cheapen and over use rapping. I don't think there is any need to explain what makes good music good, and bad music bad. It comes down to a matter of opinion, and you won't ever prove me wrong, and I won't ever fully prove myself right. But I honestly think that a song such as Street Hassle really shows that rap can be used in an effective way without using catchy beats and heavy bass grooves.

Rap is not a technique, it's a genre. Catchy beats and heavy bass grooves are the staple of rap as a genre. You can't just "consider rap a technique." That's not how it works. It's a genre of viable music.
