Why can't I see tags?

Someone was telling me the forum has these new tags that appear to the side of the thread title and I just see a box with an inscribed (for lack of better words) question mark and can't see what it actually says. What is the problem?

I can't see them either. More importantly, they don't seem to do anything helpful except provide a method of vandalizing the forums.

I've also noticed the forums have been less stable recently, and I suspect it has to do with tags.

Can they just get disabled?
