I have homework.
Basically it's set up as a column for example it's like:
C MAJOR
list: major, natural minor, harmonic minor, melodic minor.
and the directions say, for the minor forms, they are RELATIVE minor. what does this mean? does this mean for the natural minor i write the A MINOR scale? and the harmonic minor scale is ALSO starting on A or does it start on C?
all minor forms are RELATIVE minor means??

Relative minor means it contains the same notes but starts at a different place in the scale (or something similar to that). There is also parallel minor which starts at the same note. Relative minor of C maj would be A min. The parallel minor of C maj would be C min. That's all it means. As far as the specifics of the homework, I'd assume you would have gotten some sort of basis as to what you needed to know in class. I don't really remember all that technical stuff so I can't help you.

A relative minor is someone you shouldn't date for two reasons.
Oh, and yeah your assignment just wants you to put the relative minor of C major in the different types of minor keys, that's all. The C should just be a reference point.
If it's a lower level theory class chances are you're doing this exercise to solidify the idea of relative keys and to work on finding them quicker.

so if all forms of the minor scales MUST be RELATIVE minor
that means
C major
A Natural Minor
A Harmonic Minor
A Melodic Minor
right?

The assignment doesnt make sense to me, I think it's supposed to say parallel minor.
