I originally heard this guy when the movie Once came out. I never saw it but my friend sent me a couple youtube vids of Hansard playing and I was impressed. Then, recently I borrowed his collaboration record with Markéta Irglová The Swell Season and it's a beautiful album. He also sings for The Frames but I haven't heard anything by them.

Anyway, does anyone like him and/or can recommend something by The Frames?

The Once soundtrack is slightly better than Swell Season, but he's quite special in general I think. Dance The Devil, followed by, Fitzcarraldo, is their best album I think, but if you wanna experience the Frames properly, see them live or buy Setlist, their live album that was re-released worldwide a couple of years back.
