In answer to your question, its not really bassy enough to be a straight bass replacement, although it could be a decent substitute. Works rather well with acoustic guitar, and can go well in a heavier setting amped up (possibly with effects :p).

I agree that a cello probably wouldn't work well as a straight bass replacement in a rock band. However, it works great with electric instruments.
I was in an ambient power trio and we briefly jammed with a cello player and it was totally badass. Unfortunately, we couldn't convince him to join our band, but the jam session was almost better than sex.

cello is almost exactly the same as the human voice in range and it tunes lower, and in different intervals (fifths as opposed to fourths) than an electric bass.

Cello sounds a major third lower than your typical guitar, so it would proabably replace the guitar. But in orchestras the cello often doubled the contrabass, so it often functioned as the bass. Actually any instrument can function as the bass in an ensemble. It depends on the registers used by other instruments.

Uh, isn't the double bass called the contrabass?
Yes. I'm talking about classical music. Mostly the Viennesse school, and romantiscism, and actually other too. If you look at Haydn scores for example you'd often see no seperate line for cellos or double bass, they're merged together and when there is a solo it's noted with text remarks, when together - tutti.
