Meh, even if we did pay him off, the place would either:

A) Turn into the hell hole it is now anyways
or
B) Sadam would eventually return after so many years.

Well I mean, if he just went into exile most of this garbage (not all) wouldn't have taken place. But again, I doesn't really sit right with me when it comes to paying off dictators.

Well if he went into exile who would have taken over? Wouldn't there be a power struggle between the brothers and civil war break out?
