I am currently learning to play key instruments, on a cheap keyboard...... assure you I can afford nothing over fourty dollars.

One day I intend to learn how to play Piano properly on an acoustic set up....do you think initially learning on a cheap keyboard will be a detriment in the future?

Not so much a detriment, but (say) two years of experience on electronic keys will not amount to two years of experience on acoustic keys. When you eventually make the shift, you're going to have to spend a good couple of months focusing intensely on adapting your sh1tty electronic technique to acoustic 'boards.
