They will get approved (provided it's a legitimate request/thread) regardless of who the thread starter is. We get no notification of new threads being made in here, and a lot of mods don't check in here. The majority of threads are approved within a couple of hours.

As far as I remember, they don't IP ban anymore because it's too easy to get around, and it affects a range of IP's, which will block other people too.
