In the song "Frances The Mute" off the album, A Missing Chromosome, and probably on a lot of other songs that I can't think of at the moment, what is the vocal effect Cedric uses at approximately 9:09 until about 9:15? It's such a cool effect, but I can't figure out what it is.

I don't think so. A lot of the links on the website don't work, so I guess it's a fairly new site or it's under construction or something. However, it can be easily found on Limewire. If you don't have that, I can try to get a sample of it up on my website very soon.

I would imagine its a combination of a distortion, a pitch shifter, and maybe some kind of tremolo/flanger/phaser

Is there any way to do distortion on Audacity? I'm too poor for the fancy stuff like Pro Tools.

I would definitely imagine so, but I haven't really played around with audacity too much, isn't there an overdrive or just plain distortion effect?

Strangely enough, if there is I can't find it. I had to record something for my creative writing class and I wanted my voice all weird so i got my friend to distort it using Logic Pro because I couldn't find it on Audacity. I did a few pitch changes and some delay and slowed parts of it down. The audio was fairly trippy with all the effects I had on the voice and guitar, and eventually the entire music track was all phaser with distorted lower pitches vocals.

Audacity doesn't necessarily have a distortion unit. However, you can add a Nyquist plugin that distorts for you, or you could use the VST enabler and make use of a VST distortion plugin.
Probably a faster and easier method of apply effects (Audacity isn't really great for that) would be to use Kristal Audio Engine, download some VST plugins, and go from there.
