I got recently a old Peavey Pa powered mixer, and it has three inputs on the back... one of them says "low z bal.", and it has a microphone XLR type input... and my question is simple... what does this do?:confused:

Someone correct me if I'm wrong but I think it means low Ohms ( impedence) balanced. Guitars have high impedences. XLR cable handle lower impedences. Correct?

Nowadays that's pretty much what it means. Back in the day, you didn't necessarily get those specifications for a given connection type (actually, you still don't for high-end gear, but ignore that for now).
Essentially, a lo-Z connection is one suitable to pass a mic/line signal through. Instrument level signals (ie, guitars etc) expect a hi-Z connection.
"Z" describes the transmission medium (read: "the cable") impedence that the signal will have. In this case, it looks like that input is just a mic input and nothing more complex than that.
