Can anyone recommend any (prefrerably free) software that I can use to slow down an mp3 or wav file to various speeds? The more adjustable the speed, the better. Thanks for any assistance.

To save or for playback only?

Check out AskyWhale's VST plugins. They've got one over there that is essentially an .mp3 player for DJs.
Also, if you want to work and save, Audacity is a good choice for freeware. Just takes a little bit of acclimation to the workflow, but it's pretty straightfoward. It can do chunks as well.
If you need to do gradual increases/decreases in realtime, I might be stumped on that one.
