Do you have to pay to get the effects and whatnot

I don't think so. I hardly ever use it but I think I remember there being some effects, and I didn't pay.

or export as WAV and then download a separate WAV-MP3 converter.
Does'nt Audacity have the option of exporting to MP3? I seem to remember it having that option.

you need to download LAME Encoder for it to work.
however LAME never installed right for me, so i just export to WAV and then use a WAV-MP3 converter on the file.
