Does anyone know how to get a show on local TV?

I don't want one, I'm just curious. How does one go about getting a show? I don't think they scout for people. Do you just pitch them ideas? I was just wondering because I dunno how these things happen.

I recently did a website for a local public access channel and they just have you sign up and prove that you are going to fill up a certain amount of airtime each week. pretty easy. i'm sure it's much different for channels that people actually watch, considering nobody EVER watches the public access channel

I'd love it if someone gave some cash and started up a show just like wayne's world. Just 2 stoners, doing whatever they feel like, for an hour or two. :) It'd made the public channel...
