What is better to do; write parts for instruments then write lyrics for it or; write lyrics then write parts for instruments?

do whatever you feel works best.

In my band we get some lyrics and just open jam until we get something we like then add the lyrics on top. This seems to work for us. But just find what works for you.

I have always just... jammed out riffs and when a song is put together skeletally in the music form, we go through my lyrics and find something that we like and make it fit.
