Micing amp over getting a louder one?

Our bassist has been a bit unnoticeable in our jam sessions because his 25 watt amp is over powered :angry: by the drummer and by a 75 watt guitar amp. Right now, we're not able to spend too much, so in order to save money, we were thinking of buying a mixer or PA (i honestly don't know the difference) to hook up to our old school copper wire speakers and mic his amp since we also need a PA for singing. Will this be worth it? Or should we just go for the Bass Amp first?

PA = mixer + power amp + speakers
Mixer = where you regulate the channels

Well.. if you also need a PA for vocals, I would say that you should go for the PA first. It's good enough to send his bass sound over the PA, so you can hear eachother.
