I have played a Premier pedal before, but not that particular one. The one I used wasn't bad tho!

but all the premier hardware I have used has been really good, including pedals

looks dodgy- one side lightweight, the other fixed base.

Premier has some good hardware.
My teacher talded me that since the Yamaha company bought Premier,
Premier hardware has been improved very much.
Is the footboard angle independed from the beater angle?
If yes, go for it.

It totally sucks donkey arse

Don't know whether that will apply to this pedal but it just genuinly doesnt look very good in the first place, I mean the lightwieght and fixed base do indeed look a bit offish

It's decent, but nothing special. I would take Iron Cobra's over those.
