How do I tune dropped C? Is EVERY string tuned down a full step, or is EVERY string tuned down a full step, and the 6th string tuned down 2 steps?

Low e down two steps, all the others down one step.

Every string down a full step, with the 6th down 2. Doing it the first way would just give you D standard.

if you want dropped C start off at drop D (kinda make sense in a way). just a little pointer id give to you is if you are in drop C (CGCFAD) and you want to put it in standard D, just play the second fret on the regular C, and at the same time play the low C. while the two notes are ringing tune the low C so it sounds similar the other note your playing which is D. then you got standard D which is (low to high) DGCFAD. it takes the hassle out of using a tuner. i hope this makes sense because i suck at explaining things online

Just drop-D and capo at 2nd fret. Done.

^^^ no not at all. a capo makes it higher which would be totally wrong, that would have the same effect as tuning the a d g b e up a step from e standard giving a drop e effect.
