My drummer got a new Dell and we want to make a small home studio. Nothing great, just something that we can use to record our own original tunes. I am aware of the recording program "Audicity" but are there any others out there for free? And what would be a good digital mastering program?

I use Sony Soundforge to record and edit the individual tracks, and then Sony Acid Pro to mix it all together. works fine for me, your real concern should be in getting a decent sound from all instruments etc... (get a shure sm57 mic and you should be fine)

Audacity works good, I have used it for recording and to me it seems to be a simple to use program.

Yup. I wouldn't bother thinking about mastering software until you've got some decent mics and a decent interface.
I'm assuming you want to record a full band?
