As the title says.
For me.. I'd have to say America, most of the bands I listen to are from here. Such as Lamb of god, Nevermore and etc.
Sweden coming in 2nd place.

Finland no doubt. I personally can stand maybe 5 metal bands from America at most, and none of them really sound American (i.e. Firewind, Dream Evil, Symphony X, Arsis, etc). Sweden is also really good, as is Italy, and Germany is definately up there, it's got some of the most classic power metal bands.

It's too hard to narrow it down to one country. I'll take anywhere in Europe, namely the Scandinavian countries. Finland is probably my favorite.

America has had some classic stuff though.
It's way too hard to choose... but I would have to say either of these:

Germany
Norway
Sweden

America has some quality metal acts like Savatage and Kamelot, but for the most part, the country's main musical contribution has been jazz. Jazz and television are the only two purely American art forms.
I'd say that continental Europe and the Scandinavian peninsula have been consistently turning out the best metal. The music scene there is much healthier overall.

England for Rock. (Queen, Beatles, etc..)
England for Metal. (Iron Maiden, Judas Priest, etc..)
Oh, there has been more finnish and swedish bands probably, but only a few of which appeal to my musical taste.
